当前,中国正在实施海洋强国战略,实现和平崛起,提升海洋软实力是必由之路。海洋软实力,即一国在国际国内海洋事务中通过非强制的方式实现和维护海洋权益的一种能力和影响力。这种影响力主要表现在:一国的海洋文化、海洋制度、海洋发展模式等所产生的吸引力、同化力,以及一国在国际海洋事务中对国际机制和政治议题的创设力。海洋文化及价值观、海洋外交政策、海洋发展模式是海洋软实力资源的主要构成要素。

Nowadays,maritime power strategy is being implemented in China.One of the ways to realize peaceful rise is to enhance marine soft power.Marine soft power is a kind of ability and influence,which means that a country should achieve and maintain marine rights or interests by the non-compulsory way in the international and domestic marine affairs.This influence is mainly manifested in the attractiveness and assimilation produced by a country's marine culture,systems and development pattern and the ability of shaping the international mechanisms and political issues in international marine affairs.Marine soft power resources consist of marine culture and values,marine foreign policy and marine development pattern.
