The bill of quantities （BOQ） is the inevitable trend of development of the project cost management, but its application in China is still in early stage, there are still some problems in the practical application of the BOQ. From BOQ preparation, tender documentation, tender offer preparation, engineering change control and project cost management, this article talks about some problems in the development process, and proposes solutions for these problems.
