农村小型水利设施产权改革研究

Ownership Reform of Small Water Conservancy Facilities in Rural Areas

随着社会主义市场经济的建立与发展,农村小型水利设施作为准公益型水利资产,它的产权划分体系及管理制度仍待改革创新,本文结合重庆市放活农村小型水利设施使用权为例,通过分析采用承包、租赁、拍卖、股份合作制以及托管经营等形式的利弊,并提出农村小型水利设施产权改革的建议。

As establishment and development of socialist market economy, the rural small water facilities as the associate public type water assets, its property division system and management system still need reforming innovating. This article, taking the practice of living the use right of rural small water facilities in Chongqing for a case, analyzed the pros and cons of contract, leasing, auction, shares cooperation system and trusteeship management, and made recommendations for property reform of rural small water facilities.
