民国初年关于中国加入国际版权同盟问题的论争

1910年清朝颁布《大清著作权律》，中国是否加入国际版权同盟从此成为人们关注的焦点。民国肇建，文化出版界无形中围绕这一问题开展了争论。以上海书业商会为代表的出版界，从民族利益出发，坚决反对中国加入国际版权同盟；以杨端六、武干为代表的文化知识界人士，则认为中国应对加入国际版权同盟持灵活态度，显示了一定的远见卓识。

The Qing goverment in 1910 issued The Law of Copy Right, and henceforth whether China should join in the International Copy Right Organization became a question of pubic attention. Soon afer the founding of the republic of China, a dispute on this question arose in the cireles of culture and press. The press, representing the national inteasts and headed by Shanghai Chamber of Books, resolutely objected to joining the organization, while celebrities such as Yang Duanliu and Wu Yugan, representing people in the cirele of culture, insisted that China should take a flexible attitude to this issue, which reflected their far - sightedness.
