环首都经济圈矿产资源生态化开发模式研究

Research on Ecological Development Pattern of Mineral Resources in the Economic Zone around the Capital

环首都经济圈是河北省矿产资源集中分布地之一,地区矿产资源的合理开发利用,不仅有利于服务首都社会经济发展,同时对北京市与河北环首都经济圈重大战略规划的实施具有重要的支撑作用。在对地区矿产资源生态化开发进行SWOT分析的基础上,结合循环经济的基本思想和理论,提出环首都经济圈矿产资源生态化开发的"5R"原则,并据此构建了环首都经济圈矿产资源生态化开发的资源型企业内部循环模式、资源产业链循环模式、资源产业集群循环模式和区域综合循环模式,并从系统规划、技术创新、政策法规、管理监控等方面,提出地区矿产资源生态化开发模式实施的运行机制。

The Economic Zone around the capital is one of the concentrated distributions of mineral resources in Hebei province. The rational development and utilization of regional mineral resources is not only beneficial to the service of the development of capital＇s economy and society, but also has important supporting effect on the implementation of the major strategic planning of both Beijing and economy zone of Hebei around the capital. This paper offers ＂5R＂principles, namely reconsider, reduce, reuse, recycle, and repair with regard to mineral resources ecological development based on SWOT analysis and the basic idea and theory of circular economy. Accordingly, it builds the circulation pattern within resource-based enterprises, the pattern of resource-based industrial chain, both resource -based clusters and regional integrated patterns. At the same time, it proposes the operational mechanism of implementation of regional mineral resources ecological development pattern from system planning, technological innovation, policies and regulations, and management controls.
