浅析我国陆地石油勘探开发过程中的环境保护

A Brief Analysis of Environmental Protection in the Course of Exploration and Development of Onshore Oil in China

从总体情况看,我国陆地石油勘探开发方面的环境保护无论是在法律保障体系、政府环境执法水平和企业环保机制建设上都与发达国家存在一定的差距。加强我国陆地石油勘探开发中的环境保护,有利于保护和改善生态环境,有利于提高我国石油企业的竞争力,有利于保障我国石油安全。我国在陆地石油勘探开发中实施环境保护的对策:①建立统一的陆地石油勘探开发的相关法律法规;②政府环境执法手段多元化;③鼓励企业积极引进并借鉴国外先进的陆地石油勘探开发环保机制和建立信息公开机制;④鼓励公众参与。

This paper points out that there is certain spatial difference contrasts to the developed countries in terms of environmental protection in the course of exploration and development of onshore oil in China, especially in the aspects of law guaranteeing system, the enforcement level of environmental law of the government, and environmental protection mechanism construction of the enterprises. This paper argues that strengthening the environmental protection in the course of exploration and development of onshore oil is both to improving and protecting the ecological environment, and conducive to enhancing the competitiveness of China＇s oil enterprises and guaranteeing the petroleum security of our nation. On the basis of this, this paper offers some measures for environmental protection, these are： establishing unified relevant laws and regulations for the exploration and development of onshore oil; diversifying the means of environmental enforcement of govermnent; encouraging enterprises to actively introduce and use the experience of other countries for reference; setting up the mechanism to make environmental information known to the public; encouraging public participation.
