Finally, the transition of small and medium-sized enterprises is also the national industrial policy requirements. The transition of small and medium-sized enterprises not only has the necessity, but also has the possibility. Since the reform and opening up, small and medium-sized enterprises has enough strength through the technological innovation to realize the transition and upgrading. To this, governments at all levels should give more attention and provide policy support.
