自2011年3月叙利亚危机爆发以来,欧盟对叙利亚先后采取了一系列具有针对性的制裁措施。维护"地中海后院"的安全和稳定,拓展欧洲的民主、自由、人权价值观是欧盟制裁叙利亚的主要动因。欧盟对叙制裁过程中"行动一致"的困境、叙利亚对欧盟较低的经济依存度和高度集权的政治体制以及缺乏有效的制裁联盟是欧盟对叙制裁失效的主要原因。欧盟对叙利亚危机的政策前景归根结底取决于叙政府和国内反对派、国际社会武力"倒叙"与和平解决叙利亚危机力量对比的最终结果。

Since the outbreak of the Syrian crisis in March 2011,the European Union has imposed,one after the other,a series of sanctions directly against Syria.The main purpose of the EU's imposition of sanctions on Syria lies in that it wanted to maintain security and stability of 'the Mediterranean backyard',and allow Europe's democracy, freedom and human rights values to expand.The main reasons for the failure of the EU's sanctions against Syria can be attributed,in part,to the lack of 'collective actions' in the course of sanctions by the whole of EU,a low degree of economic reliance of Syria on the EU and Syria's highly concentrated political system,and of course,the absence of an effective sanction alliance.The prospects of the EU policy toward Syrian crisis will ultimately be determined by the balance of power between the Syrian government and Syrian opposition parties,between the international community in favor of 'bringing down the Syrian government by force' and the forces in favor of settling Syrian crisis by peaceful means.
