First of all, for a long time, United States occupies the high-end of global manufacturing industry chain, which means American enterprises can but focus on the high- end of industrial chain with high added value such as R&D, marketing and service, and have to transfer non-core fields such as manufacturing, logistics and other activities through outsourcing to developing countries that have lower cost and professional ability. Take Apple for example, its core researchis located in the United States, while its manufacturing is located overseas. Although in some key high-tech areas, the United States will increase the control of outputting to China, but besides these, especially the supporting manufacturing industry linked to them which also have high technologies, will inevitably be output to other countries in this process. Second, along with deepening and refining of international industrial division, China's great market potential and industrial supporting capacity still has great attraction for manufacturing outsourcing. In contrast, many Southeast Asia countries such as Vietnam, Myanmar, although also has low wage costsand tax policy terms, their industrial foundation is too weak to undertake foreign transferred high-tech industrial. Besides that, they also lack a huge market capacity. Therefore, China’s manufacturing still has advantage to undertake the international industrial transfer after the financial crisis.
