基于结构视角的新疆财政农业支出的效益评析

Research on the Benefits of Finance Agricultural Expenditure in Xinjiang Based on Structure Perspective

对于任何国家,农业在其国民经济中都具有举足轻重的作用,它是一国国民经济的基础,是社会经济健康发展的稳定器。本文首先从支出结构上对新疆财政农业支出的现状进行描述,接着对新疆财政农业支出的效益进行实证分析。通过分析发现,从总量上看,新疆财政农业支出在不断增加,但从支出结构上看,新疆财政农业支出结构极不合理,并没有根据贡献程度对财政农业支出资金进行合理的分配,最后提出相应的建议。

Agriculture plays an essential role in the national economy for any country, and it is the stabilizer for healthy development of social economy. In this paper, it describes the financial situation of agriculture spending from structure. Then it does empirical analysis of fiscal agricultural expenditure benefits. Through the above analysis, Xinji- ang agricultural financial expenditure is increasing, but relatively, agriculture expenditure accounts for the proportion of its total expenditure has been at a low level. From the expenditure structure, the agricultural outlay is unreasonable, because it does not allocate financial agricultural expenditure of funds reasonably according to the contribution degree. Finally it puts forward some countermeasures and suggestions.
