摘要
基于2000-2010年的林业统计年鉴数据分析了中国林业系统内部的从业人员数量、工资水平、地域分布、部门比例等方面,指出中国林业系统人力资源方面存在的不足,如林业人才总量略显不足,技术人员缺乏较多;分布不尽合理,待遇较低且差距较大;从业人员向国有经济部门集中等,最后提出了加强激励机制建设、引导从业人员合理流动和提高从业人员待遇等建议。
Based on the data from 2000 to 2010 in the forestry statistical yearbook,this paper analyzes the staff number,salary level,areal distribution,and the scale of department on China's forestry system.Deficiency of human resources problem in the chinas forestry system is pointed out by the analysis.Deficiency is mainly reflected in the following aspects: minor insufficiency of talents,the lack of technical person,unreasonable distribution,and low level of treatment,big difference of different distribution and the centralizing of workers to the state-owned sector.Finally,several suggestions,including strengthening the construction of the incentive mechanism,guiding the rational flow of the staff and improving staff benefits,are given to solve the problems.
