Goal and approach of rural social management system innovation

中国农村社会的深刻变迁致使农村社会管理体制出现基层政府管理能力削弱、村委会自治功能薄弱、农村社会组织发育不完善、农村社会管理组织关系不顺等新问题,削弱了农村社会管理相关主体的效能。因此,必须从理念、职能及运行方式上创新农村社会管理体制构建的思路。同时,要正确认识当前社会权力格局的变化,深化行政体制改革,加强政府在农村社会管理中的主导能力,并充分动用社会组织资源形成农村社会治理的网络式主体结构。

With the profound changes in China’s rural society,the management capacity of grass-roots government and the function of ＂village committees＂ autonomous weakened,the development of rural social organizations imperfect,the relationship between the rural social management organizations impeded,all those mentioned above weakened the ability of the rural social management.Therefore,the concept,functions and operation mode should be innovated when constructing the rural social management system.Besides,we should fully understand the changes in the social power structure,deepen the administrative reform,strengthen the guiding capacity of the government to the rural social management and utilize the social organization resources fully so as to form the main structure of the network of rural social governance.
