Many unexpected social accidents have frequently occurred in multiethnic places in recent years and the reasons are various.Government,as the administrative management body,should intensify its administrative responsibility to predict such accidents,prevent them from happening,and take effective measures to recover from the crisis.The paper discusses the guiding ideology of crisis management and explains it in five aspects based on the ethnic characteristic so as to find the effective remedies to the colony accidents.
