城市是社会整体发展的中心和动力场,城市的发展水平、发展质量,城市的综合实力、竞争力和影响力,归根到底取决于文化软实力。但是,并不是任何一种文化都能为城市的健康快速和持续发展提供有力的价值支撑和精神力量,城市文化的强盛主要在于城市文化精神是否刚健有力。培育和塑造刚健有力的城市文化精神,对城市全面协调可持续发展具有更为根本的价值和意义。大力培育和塑造刚健有力的城市文化精神,反映了当前城市文化发展的现实需要和历史诉求,体现了城市文化精神的新自觉。提倡刚健有力的城市文化精神,就是要将创新型、智慧型、力量型文化作为城市的主流文化来打造,其中创新是其基本的价值和内涵。构建刚健文化精神,必须突出学术文化建设,必须突出文化和科技融合,必须突出创新主体培育和创新氛围营造。

City is the focus and dynamic field of overall social development. The level and quality of city development, as well as the comprehensive strength, competitiveness and influence of a city, in the final analysis depends on the soft power of culture. However, not any culture can provide strong value support and mental strength for healthy, rap- id and sustained development, because prosperous and strong city culture mainly lies in robust and powerful urban cultural spirit. So shaping robust and powerful urban cultural spirit is more and more valuable and meaningful for a city to develop comprehensively and sustainably. The great efforts made to cultivate and shape robust and powerful ur- ban culture reflect practical needs and historical appeal of the current city cultural development ; embody the new con- sciousness of urban cultural spirit.
