区域组合城市的新城规划初探——以淮安新城概念性规划为例

Study on the Planning for Area Combined City:A Case Study of Huai’an New City Planning

行政区划的调整往往会给区域组合城市的新城建设和发展方向带来更多的挑战和制约。该文以淮安新城的规划实践为例,通过扎实的基础研究和新技术手段的应用,认为淮安新城在功能定位上不能仅停留于三淮之间的边缘地位、或是缝合三淮的局域地位,而有望成为专业化与高端化的大淮安"CPU";在规划方法上作为分析和决策工具多轮次地引入GIS数字平台,分地块确定了其适宜的功能性质、高度区划等;在规划内容上则基于特色理念,重点从土地、交通、生态、景观等方面入手架构了合理的新城空间格局,旨在为区域组合城市的新城建设提供一定的参照和选择。

The adjustment of Chinese regionalizafion will bring the more challenges and restrictions for the new city construction and development in area combined cities. Based on the case study of Huai＇an New City, by means of basic research and new technology, the paper considers that Huai＇an New City should to be a specialized and superior ＇CPU＇ for the Great Huai＇ an, rather than a marginal or local position in future; in planning methods, the paper introduces GIS for several times as a new analysis ＆ decision-making tool, which provides powerful functions in appropriate land-use and attitude zoning; in planning outcomes, the paper also manages to construct a reasonable spacial structure in such aspects as land-use, traffic, ecology, landscape and so on based on some particular planning concepts, so as to provide a certain reference and choice for the new city construction in area combined cities.
