厦门市科技创新平台体系的建设与评估

Evaluation on Building STI Platform System in Xiamen City

本文结合国家创新型城市建设的核心和任务,从厦门科技创新平台建设实践出发,分析建设中存在的问题;在此基础上,提出科技创新平台建设规划,设计科技创新平台的评估/考核指标体系,提供创新体制、机制等方面建议,以完善科技创新体系,为建成国家创新型城市提供重要支撑。

Reinforcing the construction of STI platform is an important measure to continuously improve regional innovation ability. It is also one of the important contents of building national innovative cities in the period of 12th five-year-plan of China. In light of the core and tasks of building national innovative cities, proceeding from the building practice of Xiamen STI platform, this paper introduced its construction achievements in Xiamen and also analyzed its existing problems. On that basis, this paper proposed the construction plan- ning of the STI platform and the evaluation / appraisal index system for designing STI platform, and raised proposals covering such as- pects as innovation system, innovative mechanism etc. in order to perfect STI system and to provide important support for building na- tional innovative cities.
