The Impact of S&T Human Resource Factors on Chinese Local University Patenting-licensing Activities

摘要 本文以中国地方大学2004—2010年的省级面板数据为依据,通过实证分析研究了科技人力资源因素对中国地方大学专利申请-专利许可活动情况的影响。研究发现,中国地方大学教研人员的数量和质量以及研发人员的数量可以显著影响大学专利申请、专利授权和专利许可合同的数量;研发人员的质量可以显著影响大学专利申请、专利授权的数量和专利许可合同的收入;只有科技服务人员的数量可以同时显著正向影响大学专利许可合同的数量和收入。 Based on provincial panel data from 2004 to 2010 of Chinese local universities, the paper studies the impact of S&T human resource factors on Chinese local university patenting-licensing by empirical analysis. The results showed that the factors related to the quantity and quality of Teaching & Research staff and the quantity of R&D staff in Chinese local universities can significantly influence the number of university patent application, patents granted and license contracts. The quality of R&D staff can significantly influence the number of university patent application, patents granted and license revenues. But only the quantity of technology service staff can significantly positively influence both the number of university license contracts and revenues.
