文化力已将成为现代社会发展的决定力量。基于此,文化权益与政治权益、经济权益一样,已成为执政者必须保障的人民群众权益的重要组成部分,也是当代民生的新的生长点。构建公共文化服务体系的意义不仅在于可实现好、维护好、发展好人民群众基本文化权益,而且对于降低文化消费门槛、促进文化自身发展,传承、保护民族文化、累积文化存量,催生文化企业、扩大国内需求、拉动经济增长都有着不可低估的现实提升力。作为公共文化服务的主要提供者,现代政府的管理视域下,其职能定位也不仅在于树立前瞻性的文化发展理念,还在于统筹规划,科学定位,完善管理,创新服务。
