摘要
在多重因素作用下,农民工在许多方面表现"强势":即在数量及部分行业就业方面渐趋优势,对经济发展、城市建设和城市文化建设贡献巨大,对城市管理形成很大冲击,违法犯罪方面也表现突出。这些强势表现有利于改善其自身发展条件,为城市经济发展增添动力,推进城乡一体化和现代化进程;也存在加剧群体内自我封闭、阻碍融入城市社会,不利于城市结构调整、产业升级,影响社会治安及和谐社会建设等风险。农民工服务管理需由差别式转向平衡型:确立平衡公平、和谐融洽的社会建设理念,创新服务管理体制和机制,加快平衡型的身份管理制度、基本社会保障模式、公共服务体系、民主参与模式、新苏州文化的建设。
Peasant-workers are showing their "strong" performance under multiple reasons: the advantages of the peasant-workers has gradually increased in number and in some industries employment; they have made great contributions in economic development, urban construction and urban cultural life construction; they have caused a great impact on the urban management; they also have noticeable performance in crimes. The strong performance of the peasant-workers is in favor of improving their self-development conditions, and giving further impetus to the city's economic development, promoting the integration and modernization process of urban and rural areas; there are also some risks such as: intensifying the self-reclusion between this group which will hinder them from integrating into the urban society; going against the urban structure adjustment and industrial upgrading; affecting the social order and the building of a harmonious society ect. The service and management of peasant-workers should transform the model from difference to balanced ones: establishing balance, fair and harmonious society construction concept, innovating systems and mechanisms of service and management to speed up a balanced identity management system, a basic social protection mode, a public service system, a democratic participation mode, a cultural construction of the new Suzhou.
