摘要
中韩两国近年来地方政府合作发展很快,已经在各自的地方政府跨国合作中居于主要地位。中韩地方政府合作主要集中在两国地缘接近的区域,合作的主要方式为友好城市和次区域合作,合作内容主要包括经贸、社会和文化方面,合作机制包括多边、双边和单边机制。中韩地方政府合作对两国地方经济的发展、两国关系及区域关系的发展,以及两国的民间合作均有促进作用。东北亚地区的多边政治关系和中、日、韩、朝等国家之间的双边关系,以及各自的国内政治以及府际关系,都会对中韩地方政府的合作产生影响。地方政府合作可以超越政治制度上的差异,对于两国交流和合作将发挥越来越重要的作用。建议推动两国姊妹城市和次区域两方面的合作,赋予各自的地方政府在对外交往方面一定的权力,成立中韩地方政府共同建立的常设机构,建立跨国城市联盟等。
The local government cooperation between China and South Korea in recent years has been increasing rapidly, which is in a major position of the cross - border cooperation of both countries. The Sino - Korean local government cooperation is mainly concentrated in the geographically close areas with the cooperation ways of friendly cities and sub - regional cooperation, and the contents of cooperation including trade and economic, social and cultural aspects. The Sino - Korean local government cooperation improves the development of the local economy of the two countries, the development of bilateral relations and regional relations, and the civil cooperation between the two countries. It will have an impact on the co- operation of local governments between China and South Korea that the multilateral political relations in Northeast Asia and the bilateral relations among China, Japan, South Korea, and the DPRK as well as their respective domestic political and intergovernmental relations. The cooperation of the local governments can transcend the differences of the political system, and will play an increasingly important role for the exchanges and cooperation between the two countries. It will be recommended to promote the sister cities of the two countries and sub - regional cooperation by given the powers to the respective local government in foreign relations, to establish jointly a permanent agency of China - ROK local governments of a multinational Cities Alliance.
