On the Factors and Mechanisms of Cooperation among the Local Governments in China

随着中国区域经济的发展,地方政府合作在公共管理中的地位日益重要。地方政府间的晋升博弈会阻碍合作的发展,但由于地方政府之间的非合作均衡具有内在的不稳定性,区域经济中一旦有地方政府开始合作,就会激励更多的地方政府参与其中,这一合作机制将推动地方政府合作不断发展。促进地方政府合作的因素包括区域空间因素、区域经济发展因素、政治因素、制度因素、历史和文化因素以及一些其他因素。对一些地方政府合作案例的分析证实了上述结论。

The cooperation among the local governments has increasingly been becoming important in the government ad- ministration with the development of regional economy. There are many factors to promote the cooperation among the local governments in China, such as the cooperation without competition in the local government, the sub -optimal competition in the local governments, the arrangements and requirements of the higher levels of government, and history and culture factors. Because it is inherent instability that the non - cooperative equilibrium among the local governments, we can make a conclusion from some cases that the local governments once begins to cooperate in the regional economy which will encourage more governments to participate in the cooperation, and to promote constantly the development of the cooperation.
