Designable Motivation and Construction Paths on Credit Guarantee Mechanism of Quality and Safety of Agricultural Products

我国频发的农产品质量安全事件,引起了国家高度重视和学者们的广泛关注。单靠农产品质量安全法律法规体系的建设,还难以从根本上有效消除目前我国农产品质量安全领域普遍存在的问题。在重视道德他律的今天,还应从意识形态上树立民众的道德自律意识。一是建立良性的政府守信制度运行机制,形成政府守信激励机制,完善政府失信救济机制,加强政府守信的规制机制。二是构建他律与自律相辅的民众诚信社会,以诚信教育提升民众信用理念,以道德评价推动信用工作的开展。

Frequent incidents about quality and safety of agricultural products in our country have caused highly national attention and scholars＇ widespread focus.It is difficult to effectively eliminate commonly existing problems in the field of quality and safety of agricultural products only relying on the legislations and regulations construction about quality and safety of agricultural products.At present day we pay more attention to heteronomy,so we should establish people＇s moral self-discipline consciousness in ideology.Firstly,we should establish operating mechanism of governmental promises system,construct incentive mechanism of governmental promises,improve governmental relief mechanism of the breaking of promises and strengthen regulations mechanism of governmental promises.Secondly,we should construct people＇s good faith society in accordance with heteronomy and self-discipline,promote people＇s credit concept by faith education,and then improve promises-working development by moral evaluation.
