高校权力运行监督与制约机制的现状与对策

Current situation and countermeasure of supervision and constraint mechanism of power operation in colleges and universities

加强高校权力运行的监督与制约机制建设是促进高校科学发展的重要保障,是提升高校决策水平的重要推动力。阐释了加强高校权力运行监督与制约机制建设的必要性,分析了当前中国高校权力运行监督与制约机制存在的认识缺失、体制缺陷和监督缺位等问题,提出了加强教育、提高认识,深化改革、合理分权,强化监督及完善法制等对策与建议。

Strengthening the supervision and constraint mechanism construction of power operation is an important guarantee to promote the scientific development of higher education, and it is also an im- portant drive to upgrade the level of decision. In this paper, the necessity of mechanism construction is described, and the lack of awareness, defects of the system and supervisory vacancy problem of the mechanism are analyzed. Finally, some legal countermeasures and suggestions are proposed, such as strengthening the education, improving the understanding, deepening the reform, reasonable decen- tralization and strengthening the supervision.
