摘要
本文分析了我国铁路融资模式的现状及不足,借鉴国际新型铁路融资模式和泛欧交通网融资经验,指出泛亚铁路筹融资应遵循"南外北内"的基本原则。泛亚铁路国内段应以铁道部和云南省政府为投融资主体,辅以PPP等新型融资模式。积极争取国内外贷款,尽快设立泛亚铁路专项基金,着力确保有制可循,均是推动泛亚铁路顺利进程的必要举措。
Yunnan Provincial Government and Ministry of Railways should play a dominant role in investing and financing the domestic section of Pan-Asian railway, and some new-fashioned financing also can be as supplemental financing patterns to the construction of the domestic section, such as PPP pattern. Other suggestions to facilitate the construction of Pan-Asian Railway include seeking loans at home and abroad actively and establishing a special fund for the Trans-Asian Railway as soon as possible and ensuring that there are necessary system available for the construction process.
