论民办高校的公益性与营利性

民办高校办学具有非商业投机性、社会效益外溢性,所提供的教育服务具有与商品交易不同的特点。在公益性办学的同时,民间投资举办的民办高校还具有营利属性,营利是其生存与发展的必要条件,有利于实现公益性办学目的。民间投资办学具有公共投资替代性,应当制定激励而非限制性政策,鼓励民间资金投资办学,给予民办高校一定的营利空间,提高民间投资办学的积极性,以促进民办高等教育持续健康、快速发展。
