To achieve expected effect of school development planning in China, we should emphasize the administrative promotion at regional level. Some suggestions to promote school development planning at region level are made as follows： improving the relevant systems at regional level to strengthen principals＇ responsibility and school evaluation; emphasizing and enhancing relevant training to improve planning capacity and efficacy in schools; creating a supportive environment to provide schools with necessary support and guarantee. The main task of education authorities is to maintain the dynamic equilibrium between administrative promotion and school autonomy.
