摘要
为了提高基础教育质量,芬兰制定了基础教育质量标准,同时构建了从国家、地区到学校三位一体、内部与外部相结合的质量评价体系,并为此成立了国家教育委员会和教育评估委员会等质量保障机构。无论从教育质量标准的指导思想、维度划分、指标设计、评价重心,还是从有关的教育立法、实施策略等芬兰基础教育都颇具特色。
In order to improve the quality of basic education, Finland has formulated the national quality criteria for basic education, and also it has established the quality evaluation system which includes the trinity of the state, regions and schools, and the combination of the internal evaluation and the external one. In response, Finland has set up a number of quality assurance bodies such as National Board of Education and Education Evaluation Council, etc. Now the quality assurance system in Finland has formed a number of typical characters in quality criteria such as guiding concepts, dividing dimensions, index design and key evaluation areas, and the related education legislation and implementation strategies, etc. All of these measures made beneficial exploration to continuous improvement of quality assurance system in Finnish basic education.
