区域市场分割与融合的环境效应:基于跨界污染的视角

Environmental Effects on Segmentation and Integration of Regional Markets in China:From Perspective of Transboundary Pollution

本文通过构建一个两阶段动态博弈模型,比较分析了当地区间存在跨界污染时,地区间产品市场从分割到融合这一过程对于企业产量、地区内环境污染以及地区福利水平的影响。当地区间跨界污染不是很严重时,地区间产品市场的融合有利于提高区域福利水平;但是当地区间跨界污染比较严重时,地区间产品市场的融合并不会提高区域福利水平。在实际生活中,如果是后者,那么在推动地区产品市场融合的同时还需要重视环境保护技术水平的提高。

This paper employs a two- stage dynamic game approach to analyze and compare the impacts on the firms＇ output, regional environmental pollution and regional welfare exerted by the transbotmdary pollu- tion in the process of the regional markets＇ transition from the segmentation to the integration. We find that when the degree of transboundary pallution is not serious, the regional market integration will raise the regional welfare. However, when the degree of transboundary pollution is heavy, the regional nmrket integration will not necessarily increase the regional welfare. In reahty, when the transboundary pollution is severe, the process of the regional markets＇ transition from the segmentation to the integration should be accompanied by the improvement of the pollution abatement technology.
