工业园区能源、经济、环境协调发展影响因素研究

现阶段工业园区在促进地方经济增长的同时也造成了能源等资源浪费和环境污染。在分析影响工业园区能源、经济和环境协调发展的22个因素基础上,通过问卷调查,运用主成分分析法从中识别出节能减排与经济发展政策和节能技术水平、资源利用与环境保护政策、节能环保投入与技术创新等3个关键影响因素。提出了完善节能与环保法律法规和激励政策及其实施机制、建立节能与环保技术创新体系和创新机制、开辟多元化的融资渠道、优化园区经济结构和有效利用资源等促进工业园区能源、经济、环境协调发展的对策和建议。研究成果有助于促进工业园区实现高质量的经济增长。

At present, many industrial parks promote the local economic growth, causing environmental pollution and waste of resources. Based on analyzing the 22 factors affecting industrial parks＇ harmonious development of energy-economy-environment （3E）, by conducting a questionnaire survey and applying the principal component analysis （PCA）, this paper identifies the 3 key influencing factors such as policies of the energy saving and emission reduction and economic development and energy saving technology; policies of resources utilization and environmental protection; and inputs of energy saving and environmental protection and technological innovation. Some countermeasures and suggestions for promoting the industrial parks＇ harmonious development of 3E are put forward, such as perfecting laws, incentive policies and implementation mechanisms of energy saving and environmental protection of the parks, establishing technological innovation systems and innovation mechanisms of energy saving and environmental protection, opening up diversified financing channels, and optimizing the parks＇ economic structure and effectively utilizing resources. The research results are helpful to promote high-quality economic growth of China＇s industrial parks.
