我国农业水价分担模式探讨

Sharing modes of agricultural water price in China

基于我国农业水价改革现状和利益相关者理论,提出农业水价分担的概念、意义、原则和总体思路,界定分担的主体、客体,重点分析并构建农业用水户、政府、非农业用水户和水管单位参与农业水价分担的模式及其相应的适用范围,指出灌区在进行分担模式制定时应注意的问题。

Based on the status quo of China's agricultural water price reform and the stakeholder theory,the concept,meaning,principle and general idea of the sharing of agricultural water price are put forward.The subject and object of the sharing modes are defined.The sharing modes for the agricultural water users,government,non-agricultural water users and water management units are as well as their scope of application are established and analyzed.The problem which irrigation districts should pay attention to when they constitute the sharing mode is pointed out.
