摘要
目的了解广东省健康教育专业机构人力资源的现状,评价其公平性。方法调取2011年度《健康教育所(中心)基本情况调查表》中健康教育专职业务人员的学历、职称、专业等数据,进行相关的比较分析。结果广东省健康教育专业机构有人员编制447人,专职业务人员313人。专职业务人员学历构成以本、专科为主,分别占47.28%和28.75%;具有高级、中级、初级及无职称者分别占的14.38%、24.92%、38.98%和21.73%;所学专业以公共卫生、临床医学为主,分别占32.27%和14.38%;全省各市平均每百万人口拥有健康教育专职业务2.78人。按各市人口分布的专职业务人员总量、本科以上学历专职业务人员、中级以上职称专职业务人员、公共卫生专业专职业务人员的Gini系数分别为0.3386、0.4423、0.3872、0.4972。结论广东省健康教育专业机构职业务人员总量不足,学历、职称、专业构成比较合理,人力资源在各市分布公平性较差。
Objective To understanding status of human resources in health education professional organizations of Guangdong Province and its equity. Methods Basic Information Questionnaire for Institute of Health Education was used to collect data of degree, title and professional of professional staff in 2011. Results There were 447 permanent staffs and 313 professional staffs in all institutions. Among professional staffs, 47.28% of them had undergraduate degree and 28. 75% of them had associate degree. 38.98% of them had primary profession title, 24.92% with mid-level title, 14. 38% with senior profession title and the rest 21.73% without any title. The major studied were mainly in public health (32. 27% ) and clinical medicine ( 14. 38% ). The average number of health education experts for one million people was 2. 78. Gini coefficient of total professional Business staff, undergraduate degree, mid-level title, public health professional in the population was 0. 3386, 0. 4423, 0. 3872, and 0. 4972, respectively. Conclusion More professional staffs are needed in Guangdong Province while the proportions of degree, titles and professional are reasonable. There is poor equity of the distribution of human resources in cities.
