摘要
2012年7月21～22日在河北省保定太行山东麓的一场大暴雨，引发了大清河系北支局部洪水，此次洪水过程峰高量小、历时短，却下泄不畅，拒马河流域损失极大，同时暴露出河系北支管理中存在着违法建筑、汛期施工、非法采砂等几个有待解决的问题，现对其进行分析，并提出意见及建议。
On july 21-22,2012,a heavy rain in the Hebei Province Taihang mountain causing a local flood in the north branch of Daqing-he. the peak height of the flood process is small and short, but the free of Juma-he basin is not and having a big loss. at the same time exposed the problems of Daqing-he north branch management on the illegal construction ,flood season construction and mining and so on. Analyzing the problems and puts forward some opinions
