摘要
本文针对经典DEA模型所固有的缺陷,采取三阶段DEA方法,实证分析2008年和2009年我国14家港口上市公司运营效率。实证结果显示:(1)如果对外生环境变量和随机冲击的影响不加以控制,将会低估港口上市公司的纯技术效率值和综合技术效率值,而对各纯技术效率值和规模效率值的变动率也将出现低估;(2)如果剔除环境效应和随机误差的作用,港口上市企业的综合技术效率值为0.415,而出现低效率主要原因是由于规模效率不足引起的。
The Paper evaluates technical efficiency of 14 ports during 2008 - 2009 with DEA three stage model. The empirical results show that : ( 1 ) the technical efficiencies of ports are really affected by environments and luck, (2 ) If the exogenous environmental variables and random shocks without control, the pure technical efficiency of port will are appear underestimated, while the technical efficiency scores will are overestimated, ( 3 ) If controlling environment variables and random error factors, the average technical efficiency value of 14 ports is 0. 415, which mainly due to low scale efficiency.
