摘要
在城乡建设用地增减挂钩背景下,采用高、中、低3种人均建设用地标准预测模型,对德令哈农村居民点整治理论潜力、目标年潜力、挂钩供给潜力、增减挂钩潜力进行分析研究.结果表明:德令哈农村居民点整治理论潜力分为3级,即Ⅰ级潜力区为德令哈市;Ⅱ级潜力区为尕海镇、怀头他拉镇;Ⅲ级潜力区为柯鲁柯镇、蓄集乡.采用高、中、低3种农村人均居民点指标模型,预测德令哈市在2015年和2020年农村居民点的整治潜力分别为999.7hm2和1 292.2hm2,2010年~2015年、2015~2020年农村居民点整治挂钩供给潜力分别为617.29hm2、667.82hm2、718.36hm2和791.78hm2、826.76hm2、861.74hm2,2015年和2020年德令哈市农村居民点整治挂钩潜力分别为667.82hm2和826.76hm2,挂钩率分别为0.45和0.44.说明伴随着城镇化的发展,建设用地需求也在不断增加,通过农村居民点整治可在一定程度上缓解建设用地面积供需不平衡的矛盾.
Under the pothook of the increase of city construction land and the decrease of rural residential land,using high,medium and low per capita construction land use standard prediction model,theoretical renovation potential,target year potential,pothook supply potential,pothook of increase and decrease potential of Delingha District were analyzed.The results showed that the theoretical renovation potential was divided into three grades,Delingha City belonged to grade Ⅰ,Gahai Town and Huaitoutala Town belonged to grade Ⅱ,Keluke Town and Xuji Township belonged to grade Ⅲ.Renovation potential of rural residential area of Delingha District in 2015 and 2020 were 999.7 hm2 and 1292.2 hm2,respectively,while renovation pothook potential in 2015 and 2020 were 667.82 hm2 and 826.76 hm2,pothook ratio were 0.45 and 0.44 respectively.The results indicated that,with the development of urbanization,through renovation of rural residential areas,more construction land was provided,but the demand of construction land was also increased.
