After the implementation of New Economic Policy, the under-development ot culture became the constraints of socialism construction of the Soviet Union. During the last few years of Lenin, culture be- came the central question of his thinking. Lenin＇s culture revolution thought was formative in the context of which the Bolshevik party just take power, and the proletariat will start the construction of a socialism on the basis of undeveloped economy and culture. His thinking reflected the national condition of the Sovi- et Union, is the result of the Russianization of Marxism, and is the innovation and development of marxist culture view. The culture revolution theory of Lenin was very rich, which not only included culture, but also included substance and politics. Lenin put culture revolution on a fundamental and central position of his socialist construction strategy, which consisted of economics, politics and culture. Lenin endowed cul- ture revolution with a historical mission, namely cultivating new persons of socialism, promoting the na- tional economy development and constructing new democratic nations.
