摘要
事业单位是中国特有的组织机构模式,与国外岗位设置管理的相关理论、分析方法等难以衔接,且国内的岗位设置管理理念、分析方法等又肇始于企业,事业单位岗位设置管理的理论研究与实证分析几近空白.认为成效测度是判定事业单位人事制度改革成效的一种方法,提出事业单位岗位设置管理成效可以通过岗位设置管理而达到的组织目标与个人利益实现程度来判定.在确定事业单位岗位设置管理成效构成要素、总体结构的基础上,构建了事业单位岗位设置管理综合评价指标体系,运用模糊积分评价法对事业单位岗位设置管理成效进行测度分析,并对大连某事业单位的岗位设置管理现状进行实证分析与模型检验.
Public institutions in China are unique,and are hard to be directly associated with the theo- ries of post administration and methods of analysis of other countries. The concept and practice of post administration originated from enterprises, but the study and analysis of post administration in public institutions are rare. This paper argues that achievement evaluation is an effective criterion in measuring the reform of public institutions. The effectiveness of post administration in public institu- tions is measured by degree of achieving the institutional goal and private benefits. The evaluation system is designed on the basis of recognizing the key factors and structure of post administration in public institutions. The method of fuzzy integration evaluation is applied to measure post administra- tion by using empirical analysis and model validation on the present situation of post administration of a university in Dalian.
