失业保险是国家通过立法强制实行的,由社会集中建立基金,对非因本人原因失去工作、中断收入的劳动者提供限定时期的物质帮助,并同时获得再就业服务、提高再就业竞争能力的一种社会保障制度。目前,国内外社会保险理论界和实践部门都已经认识到失业保险具有社会保障和促进就业双重目标。我国的失业保险制度自建立以来,在促进企业改革和维护社会稳定方面发挥了积极的作用。但是,现行的失业保险制度以救济为主,对失业人员提供生活保障起到了缓冲作用,促进再就业的作用却十分有限,影响了失业保险制度整体功能的发挥。因此,努力探索失业保险促进再就业的方式方法就显得尤为迫切和重要。文章就失业保险,促进就业的功能提出了一些思考。
