我国未成年人违法犯罪呈易发、多发、高发态势,预防未成年人违法犯罪,及时对其实施救助保护和教育,是加强和创新社会管理的重要方面与突破口。为此,应积极健全多种形式的救助保护未成年人的维权机制;进一步加强保障工作,成立未成年人健康成长帮扶教育工作组织;坚持用真情、真心救助保护和教育来唤醒"失足未成年人"的良知;推行轻微刑事案件非羁押诉讼制度,为未成年人今后获得更好的发展奠定基础;坚持法治宣传教育进辖区、街道社区、乡镇村组和学校;坚持关口前移,积极构建预防未成年人再次违法犯罪的防控体系。依法推进工读教育与义务教育、职业教育相衔接,为保障学龄阶段未成年人顺利回归学校、家庭和社会铺平道路。进一步健全《刑法》,依法规范和强化未成年人父母或者监护人的抚养管教行为,确保未成年人健康成长具备最基本的法定条件与环境。

Third, non-detaining proceedings of the minor criminal cases should be implemented, which is good for the future development of the juveniles.Finally, publicity campaigns for laws and regulations should be carried out in different communities and schools, forming the protection system for preventing juvenile delinquency.Only through education in communities and families and schools can a control system and a good environment for the development of the young be completely constructed.
