The levels of school system in urban and rural areas is the basis for the survival and development of radio and television universities, therefore, the transformation of radio and television universities to the Open University isn＇ tonly a simple transformation about an ＂university＂, but also a milestone of the university system transforming. With the Scientific Outlook on Development as guidelines, comprehending the spirit of the ＂ system＂, enriching the connotation of the ＂system＂, reforming the operation mode of the ＂system＂ and improving the operation quality of the ＂system＂ are the inevitable methods to promote the strategic transformation of radio and television university in Inner Mongolia and construct Open University with distinctive local characteristics and national characteristics in Inner Mongolia.
