摘要
因稀缺性引发的水资源危机使水资源问题"安全化",国际社会对"水战争"或"水冲突"的担忧和恐惧正随之日益加深。近些年,中国与周边国家之间发生了一系列的水纷争事件,水资源安全问题已经逐渐成为影响中国周边安全环境构建的重要因素,随着亚洲水资源危机的显现和中国实力的崛起,中国有必要也有能力在地区层面提供更多的区域性公共产品。中国在周边地区逐步开展了多层面的带有战略伙伴建设和公共外交性质的"水资源外交",使之发挥着冲突预防,危机管理与促进区域合作的职能,凸显了中国在和平与稳定的周边地区构建中的负责任大国风范和角色定位。
The water resource crisis caused by the water scarcity makes the water resource a problem of security. Meanwhile, the worries and fears of the international community about the water war or water conflict become more and more complicated. In recent years, a series of water disputes have happened between China and the periphery countries. Water security problem has become an important factor that influences the construction of China＇s periphery safety. With the emergence of water resource crisis of Asia and the rising of Chinese power, China has the necessity and ability to provide more regional public goods on the district level. China has developed the water diplomacy, which is featured by strategic partnership construction and public diplomacy, in order to prevent conflict, settle crisis and enhance regional cooperation. This reveals that China is a great responsible country and plays an important role in the construction of peaceful and stable periphery regions.
