摘要
由政府主导的龙泉市林权制度改革,得到了农民的普遍支持与广泛参与。该市林权制度改革有明晰林地产权、规范林地流转和实行政策性森林保险等内容,在改革过程中主要采取了深化林改搭建服务平台、做好林权勘界工作、建立林权信息管理系统、促进林业规模化经营、加强科技服务等措施,使龙泉市林权制度建设取得了良好效果。
The government-led forest tenure reform in Longquan City has gained great support and wide participation among peasants. The reform clarifies the property right of forest land, standardizes forest land transfer and implements forest insurance. Measures have been taken to deepen the forest reform, set up service platform, handle boundary settlement, set up forest tenure information management system, promote large-scale operation of forest production and strengthen science and technology service for higher efficiency of the construction of forest tenure in Longquan City.
