论土地利用总体规划的实效性及改革路径

The Effectiveness of General Land Use Planning and Suggestions for its Reform

因土地资源市场化配置的制约,土地利用总体规划的实施效果与预期存在一定距离。文章分析认为,在现有土地产权制度和所处经济社会发展阶段的条件下,土地利用总体规划制度将在较长时期内在我国继续存在;文章从利益机制、调控手段、空间管理、公众参与、监测评估等五个方面提出了改进实施效果的对策建议。

Due to the restrictions imposed by the market allocation of land resources, a considerable gap exists between the aims and actual effects of general land use planning. Within the context of the existing land property rights system, and the current state of economic and social development, this paper proposes that the general land use planning system will continue to operate for a relatively long period. We suggest five ways in which the system could be improved： the profit mechanism, control measures, spatial management, public participation, and monitoring and evaluation.
