对“新大学”章程制定的思考与展望

Consideration and Prospect on Formulation of "New University" Statute

章程被称作是大学发展、建设与管理的"宪法",也是建立现代大学制度的重要内涵。我国的"新大学"是现代大学的新生群体,具有较强的地方依附性和体制依赖性等特点,要真正实现"大学自治、学术自由、教授治学"的大学愿景,就必先制定科学规范的大学章程。为此,思想上要高度重视,制定程序上要体现正义性和科学性,同时章程文本要彰显办学特色,更要保障章程的有效实施,让章程真正维护现代大学尊严、承载现代大学精神和引导现代大学治理。

Statute is considered as the ＂constitution＂ of university development, construction and management, as well as the key connotation of the establishment of the modern university system. China＇s ＂new university＂ is the fresh group of modem university, with the characteristics of strong dependence on the local city and system. In order to really achieve the prospect of ＂university autonomy, academic freedom, professor research＂, it is necessary to enact a scientific and standardized university statute. Therefore, more attention should be paid to, the nature of justice and scientificalness should be reflected in formulation process, meanwhile, its text should reveal the characteristics of school running, ensure the effective implementation in order to make the statute really maintain dignity of modem university, carry modem university spirit and guide its management.
