Resources' Integration of Later-Stage Support of Reservoir Migrants:Theoretical Analysis and Frame Optimization

有效的资源整合工作可以产生规模经济,降低交易费用,实现协同效应。基于水库移民后期扶持对象的身份多重性,以协同理论为指导,辅之以必要的制度建构和运作机制的协调,拓展资源整合内容,健全资源整合平台,实施多层级资源整合,集聚与移民身份具有连带关系的资金资源、政策资源、行政资源与项目资源并进行优化组配,提升移民后期扶持资源整合水平,有助于移民后期扶持目标的顺利实现。

Effective integration of resources can produce scale economy,reduce transaction costs,and achieve synergy.Based on synergy theory,the paper focuses on the multi-identity of reservoir migrants helped by later-stage support.It then shows that it is necessary to construct system and regulate operational mechanism.It is also important to expand the content of resources' integration and improve resources' integration platform to implement multi-level resources' integration.In addition,the migrantidentity-related capital resources,policy resources,administrative resources and project resources should be optimized to improve the level of resources' integration of later-stage support of migrants and to achieve support aim.
