The Balance between Freedom and Regulation in Cyberspace——The Rethink of Network Management through British's Riot Incident

社交网络和赛博应用技术的串联为2011年8月英国的骚乱事件推波助澜,一方面,网络为人们提供了前所未有的信息获取、信息发布、社会交往的自由;另一方面,在网络空间中造成了"自由的困境"。面对网络生存境遇,需要从建立国家间认同、加强相应网络监管立法和措施、实施信息传播自由与信息过滤技术结合等方面来实现网络空间中自由与监管的平衡。

The social network and application technology of eyber triggered the series riot incident of British in August 2011. On the one hand, network provided the freedom of information accessing, information releasing and social com- munication to people ; on the other hand, the freedom of network space also caused ＂free dilemma＂. Facing the cir- cumstances of network, we need to seek methods ： establishing national identity between different countries ; strength- ening corresponding network supervision legislation and measures; implementing combined information＇ s spread free- dom with information＇ s filtering technology. The aim is to realize the balance between freedom and regulation in cy- berspace.
