摘要
我国当前普遍实行的中小学校长行政级别管理体制存在明显弊端,影响和制约了教育的改革与发展。校长职级制是对传统校长管理制度的创新,是校长走向专业化的制度保障。但在具体实施过程中还存在许多问题,既有制度设计的缺陷与不足,也有外部环境的影响和阻力。为了保障校长职级制在国家层面的顺利推广,必须加强理论研究,完善考核评价等配套体系,在现有成果的基础上扩大试点进而因地制宜地稳步推广。
The present management system of administrative level has obvious drawbacks,which influences and restricts the reform and development of education.The principal official rank system is the innovation of the traditional management system,meanwhile which is a system guarantee for the principals toward specialization.But many problems exist in the specific implementation process,not only the defects and insufficiency of the system design,but also the effect and resistance of external environment.In order to guarantee the principal official rank in the smooth promotion of national level,it is necessary to strengthen the theory research,improve the evaluation supporting system and expand the pilot range based on current achievements to generalize steadily proceeding from reality local conditions.
