摘要
智慧城市是指在各个领域充分应用现代信息技术,全面提高城市学习和创新能力,最终实现经济可持续发展、社会可持续发展和生态可持续发展的一种城市发展模式。建设智慧城市落脚点要放在提高学习和创新能力上。而智慧城市的人才战略是决定城市学习和创新能力的关键要素。城市在推进智慧城市建设的过程,主要有两条路径来发展所需的人才战略:1)从外部集聚人才;2)内部培养人才。具体而言,一方面,城市需要通过创造良好的物质环境和文化氛围来吸引和集聚人才。另一方面,需要通过具有创新精神的政府的引导和支持,以产、学、研、用、金等多方合作的模式培养发展智慧产业所需的关键人才,并积极建设公共服务平台培养应用型人才。
Smart city refers to an urban development mode which is based on the utilization of modern information technology to improve the urban innovation capabilities comprehensively to achieve the sustainable development of economy, society and ecology. The improvement of learning capabilities and innovation capabilities, which is largely determined by the talent strategy, is the foundation for constructing smart city. There are two paths for cultivating talent in the process of the construction of smart city. One is abstract talents through cultivating good environment. The other is cultivating and training talent locally under the guidance of entrepreneurial government. The collaboration of university, industry, customer and financial institutions, and the construction of public service platform can promote the execution of talent strategy.
