河北省2002-2008年土地征收制度实施绩效评价

Evaluation of Performance of Land Expropriation System in Hebei During 2002—2008

为了探索河北省土地征收制度的实施绩效,在构建完整的绩效评价指标体系的基础上,通过资料收集和整理,运用均值化处理、客观法赋权、线性评价的方法,对河北省土地征收制度的实施绩效进行研究。结果表明:河北省土地征收制度实施绩效呈逐步上升态势,其中,经济绩效良好,公平效益绩效和结构效益绩效相对偏低,但都有逐步提升的趋势;影响河北省土地征收制度实施绩效的障碍因素主要有房价收入不合理、各种用地比例不协调、农村和城市生活水平差距偏大、失业率增加等。同时,提出了完善河北省土地征收制度的相关措施。

For the purpose of exploring the performance of land expropriation system in Hebei Province,based on the construction of a complete performance evaluation index system,the performance value of the implementation of land expropriation system in Hebei were calculated by data collecting and processing,by methods of the mean treatment,objective weighting and linear evaluation.The results showed that the land expropriation system performance of Hebei Province rised gradually and the economic performance was good.The fair performance and the structure benefit performance was relatively low.But the two indexes showed an gradually ascending trend.The obstacle factors of land expropriation system implementation effect of Hebei Province was that house value income was unreasonable,all kinds of land use scale wa not harmonious,the rural and city life level gap was too large,the unemployment rate increasing,and so on.At the same time,the authors put forward corresponding measures to perfect the Hebei Province＇s land expropriation system.
