当前上海郊区乡镇工业摆脱困境需要研究的几个问题

The Problems Needing to Be Studied at Present for the Industries Run by Towns or Villages in Shanghai's Suburbs in Extricating Themselves from a Predicament

1989年是治理、整顿的第一年,由手前几年投入较多的因素,上海郊区的乡镇工业仍保持了20%的增长速度,实现产值209亿元,占全市工业总产值的18.2%。1990年是治理、整顿的第二个年头,虽经过郊区广大干部职工的共同努力,乡镇工业的调整取得了一定成效,但由于过去十年大发展中积累下来的问题逐步得到暴露,乡镇工业面临的形势是相当严峻的。为了尽快摆脱困境,以求得“八五”和今后十年市郊乡镇工业有一个持续、稳定、协调的发展,本文拟着重对当前上海郊区乡镇工业面临的困难和相应的对策,谈一些粗浅的看法。

This article holds that in order for the industries run by the towns or villages in Shanghai's suburbs to extricate themselves from a predicament it is necessary to engage in the study of the following four major problems: a) The problem of regulating the product structure; b) The problem of the 'landslide' of economic benefits; c) The problem of lightening the burden on the enterprises; d) The problem of reduced input and inadequate reserve force for production.
