我国省域全要素能源效率变动差异的实证分析——以广东省为例

Empirical Analysis on Disparity in Change of Provincial Total Factor Energy Efficiency in China:Evidence from Guangdong Province

利用2005—2010年广东省21个地市的面板数据,运用DEA模型测度广东全省、4大地区、21个地市的全要素能源效率,分析了其变动特征,并将21地市分为高效稳定、中效稳定、中效波动和低效稳定四种类型。用泰尔指数衡量广东省各地区能源效率的差异。基于全要素能源效率计算了广东省各地市及4大地区的能源潜在调整量、节能潜力和单位GDP能耗变动。结果显示:2005—2010年期间,广东全省、各地区和各地市的全要素能源效率整体上呈波动状态,城市经济发展水平与全要素能源效率并无确定性关系;广东省的全要素能源效率存在明显的地区差异,并且以地区内部差异为主。最后指出:应在分析全要素能源效率的基础上,综合考虑各地市的多方面因素,制定科学、合理的节能目标以及具体措施,不宜搞"一刀切"政策。

Using the panel data of 21 cities in Guangdong province during 2005-2010, this paper calculates the total factor energy efficiencies （TFEE） of 21 cities,4 regions and whole province by the DEA method. And it analyzes the characteristics of TFEE change,and divides 21 cities into four kinds. Then it uses the Theil index to measure the difference in TFEE in regional level. And it calculates the potential energy adjustments,energy-saving potentials and the changes of unit GDP energy consumption of 21 cities and 4 regions. The result shows as follows：on the whole,the TFEEs of whole Guangdong province,21 cities and 4 regions are in the state of fluctuation during 2005-2010;there isnPt a definite relationship between a city＇s economic development level and its TFEE;the regional difference in TFEE is quite obvious, and the internal difference is the main reason causing the total difference. Finally,it proposes that the government should comprehensively consider multiple factors rather than adopt the one-size-fits-aU policy when laying down proper goals and related policies.
